“Peter and Ellie Yang,” the subjects of Benjamin Carlson’s fascinating new Rolling Stone essay, “Welcome to Maternity Hotel California,” paid $35,000 to have their second child in the United States. In 2012 Chinese state media reported 10,000 “tourist births” by Chinese couples in the United States; other estimates skew as high as 60,000.
Following Donald Trump’s call for an end to birthright citizenship, and renewed attention on “anchor babies,” Carlson’s exposĂ© on “birth tourism” seems to confirm that the current interpretation of the 14th Amendment works as a magnet for at least some parents across the globe. But just how big a magnet is it?
According to Center for Immigration Studies (CIS) legal policy analyst Jon Feere, ... between 350,000 and 400,000 children are born annually to an illegal-alien mother residing in the United States — as many as one in ten births nationwide.
As of 2010, four out of five children of illegal aliens residing in the U.S. were born here — some four million kids. ... The Pew Research Center noted that, while illegal immigrants make up about 4 percent of the adult population, “because they have high birthrates, their children make up a much larger share of both the newborn population (8 percent) and the child population (7 percent) ....”
The cost of this is not negligible. Inflation-adjusted figures from the U.S. Department of Agriculture projected that a child born in 2013 would cost his parents $304,480 from birth to his eighteenth birthday. Given that illegal-alien households are normally low-income households (three out of five illegal aliens and their U.S.-born children live at or near the poverty line), one would expect that a significant portion of that cost will fall on the government.
And that’s exactly what‘s happening. According to CIS, 71 percent of illegal-alien headed households with children received some sort of welfare in 2009, compared with 39 percent of native-headed houses with children.
Illegal immigrants generally access welfare programs through their U.S.-born children, to whom government assistance is guaranteed. Additionally, U.S.-born children of illegal aliens are entitled to American public schools, health care, and more, even though illegal-alien households rarely pay taxes.

The short-term cost of “anchor babies” was revealed a decade ago in the Journal of American Physicians and Surgeons. “‘Anchor babies’ born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income,” wrote medical attorney Madeleine Pelner Cosman. She noted the increasingly costly situation in California:

In 2003 in Stockton, California, 70 percent of the 2,300 babies born in San Joaquin General Hospital’s maternity ward were anchor babies, and 45 percent of Stockton children under age six are Latino (up from 30 percent in 1993).
In 1994, 74,987 anchor babies in California hospital maternity units cost $215 million and constituted 36 percent of all Medi-Cal ... births. Now [2005] they account for substantially more than half.
While perhaps humane, measures such as the 1986 Emergency Medical Treatment and Active Labor Act, which requires hospital emergency departments to treat all patients with an “emergency” (an infinitely malleable term), regardless of documentation or ability to pay, have facilitated the abuse of American health care by illegal aliens, according to Cosman.

There are long-term costs, too. U.S.-born children of illegal aliens can sponsor the immigration of family members once they come of age. At 18, an “anchor baby” can sponsor an overseas spouse and unmarried children of his own; at 21, he can sponsor parents and siblings.
There may be a long waiting period before that legal benefit is of use. But it’s a fact that illegal aliens with American-born children are much less likely to be deported, and that policy has been effectively enshrined in law with President Obama’s Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA) policy, which would effectively grant amnesty to some 5 million illegal aliens, on top of the 2 to 3 million granted amnesty under his Deferred Action for Childhood Arrivals (DACA) policy.
(DAPA is currently under scrutiny in the courts.)

It is difficult to contend that the promise of birthright citizenship is not serving as a magnet. Carlson’s Rolling Stone essay is not about “anchor babies,” as the term is commonly applied (to children of illegal aliens), but about “birth tourists” — persons from overseas, typically of some means, who acquire temporary visas in order to give birth in the United States. Yet if middle-class Chinese (and Russian and Turkish and Nigerian) couples are incentivized by the 14th Amendment to travel to the U.S. to give birth, shouldn’t it be an even bigger draw for expecting mothers from Latin America, who typically live in much more difficult circumstances?
Note, as an indicator of the power of immigration incentives, the massive influx of unaccompanied minors that converged on the U.S.–Mexico border last summer when news of DACA spread through Central America.
Ending birth tourism is difficult. The tools available to Customs and Border Patrol — for example, spotting and enforcing visa fraud — are ineffective, and the penalty for at least some visa-related offenses is a prohibition on visits after the current visit.

But “anchor babies” are a largely preventable phenomenon, mainly by the simple enforcement of current immigration laws. Stopping illegal immigration at the border, and instituting an actually effective visa-tracking system to crack down on overstays, would do much to discourage efforts to take advantage of American largesse.
With The Donald’s prompting, birthright citizenship has become the focus of the current news cycle — despite ... current political realities, the composition of the Supreme Court, and the history of 14th Amendment jurisprudence, ending the practice is a fanciful aim.
But that is all right. “Anchor babies” are a small, though not negligible, component of our ongoing illegal-immigration crisis. Prioritizing border and visa enforcement to help end our much larger problems would do much to resolve this one, too.

They're already here. Border enforcement sounds all nice and law-enforcement-y but it is a myth that it will do much of anything to actual help the situation. You have to go after the employers. If you do not hold them accountable, but just blame liberals and media, then you're just not taking the issue seriously. It seems to me you are being suckered by pols and pundits who's only goal is to maintain the status quo and keep your attention diverted.
As for the "dominant media culture," I don't pay mach attention to it, never have, and I'm quite media savvy, so it hasn't done anything to me. As for the music I played and enjoy, it was outside that culture, a counter-culture, and firmly and angrily set against the "dominant media culture."

Most of these people have been here a long time. They work, they pay taxes, they are human beings exactly like the rest of us. What I don't get is how you lefties stubbornly resist putting barriers to further illegal immigration in place (be it physical, employment verification, whatever).
That's the point. We shut down the magnet. Then we have an orderly process for bringing people in, we welcome them, assimilate them, and society is much more accepting of them because the stigma is not there, and we're helping them become equal, productive members of society.

DeleteAnd guys, we all know this is a very complex subject. When I say welcome them, I mean to a variety of extents for a wide variety of situations.
Many of the foreign workers here are not here with their families, and have no intention of staying here. That's why, among those groups, there are more men than women. These groups include migrant workers, but also many temporary but relatively settled workers. What we need with them is papers, because it is through these groups that we get most of the smuggling, violence and other ugliness. If we had a way to quickly process these workers and keep track of them, the borders would be a lot easier to secure.
Then, of course, there are permanent undocumented aliens who have established themselves in our communities, and they have to be processed, and at this point we have to face the reality that they need to be absorbed, asap. The status quo is no longer acceptable. We are creating a third world in our own country. They are the closest thing to slave labor in the developed world, and we should be ashamed of it. Most of them have been here for years. It's time to stop being hateful bigots, grow up, and accept our latest migration.
Now, while we do that, we say to all the employers out there - fully and actually verify the the legality of your employee or you go to prison. And we fully and really put people in prison for hiring undocumented aliens.

ReplyDeleteAbout 20 years ago, my sister-in-law and her husband living in Altadena, California, had their one and only child. My sister-in-law was 38 years old and had pregnancy complications. In spite of having health insurance, they had a whopping medical bills to the point of having to declare medical bankruptcy. The illegal immigrant with my sister-in-law in the maternity ward had her baby and walked away debt free (No assets? Vanished? False ID? I don't recall).
Rinse and repeat all over Southern California even those 20 years ago.

The thrust of that lengthy data-rich article in WIKI appears to favor the idea that "Jus Soli" means that we DO in fact accord AUTOMATIC CITIZENSHIP to any baby who just happens to be born within the territorial confines of the United States of America REGARDLESS of whether his parents are FOREIGN NATIONALS who have no particular love for the USA –– no feelings of ALLEGIANCE to the USA ––, and no intention of ever becoming American Citizens, themselves.
If that IS so, it is clearly INSANELY self-destructive, and MUST be STOPPED. Jus Soli, if I understand it right, creates a situation perennially RIPE for ABUSE.

People all along the political spectrum have ASSumed that birthright citizenship for the children of illegal immigrants is a Constitutional right. It. Is. Not. Furthermore, there is no need to eliminate the 14th Amendment.
Do I have a law degree? No. But I did take a graduate level course in School Law. I full well know and understand that legal definitions can differ from dictionary definitions.
I find it interesting that many who support birthright citizenship do not support American exceptionalism with regard to much of anything else.

This type of self-destructive passion is undoubtedly the direct result of having permitted the deadly toxin of Cultural Marxism to invade and colonize our shores at first within the confines of our universities, and to develop seductive forms of Popular Entertainment designed to undermine our traditional values while they charmed, beguiled and dazzled us with meretricious Kitsch masquerading at first as light, sophisticated "comedy," and later as deadly serious anti-Establishment social criticism. ReplyDeleteOne solution was the Dream Act, which would have been a small step in addressing the thousands of children and young adults who were brought here as babies and toddlers by their undocumented parents. The D.A. spelled out very specific conditions that the young adults would have to conform to in order to earn citizenship. IIRC, they had to have stayed in school, graduated, not have a police record, among other requirements. These young adults know no other country but this one to which they were brought and where they grew up. They are culturally American, and Congress should have made the small step in granting them citizenship if they fulfilled all the requirements set out in the Act. Congress abandoned them, and now they are still in limbo, facing an uncertain future. What does it say about our political system that we can't solve our man-made problems?

Breeding beyond what one can afford to support isn't brilliant, IMO. It cycles the progeny into poverty over the long term. Unless, of course, the gubmint steps in and taxes everybody else to the point that everybody else cannot afford to breed.
Can we look back at history, recent or earlier, to see what overbreeding does?
As for cheap thrills, many of the younger Hispanics are just as septic. Visit any middle school in a sanctuary city to see exactly what I mean.

Why is Trump leading the GOP candidates? Some analysts believe it's because his constituency, older, less educated whites, are fearful of the changes they see happening in this country and don't like the idea of the browning of the American population. Trump taps into their fears and ignorance. These people feel tired of being ignored, lectured and talked down to. What that really means is that Trump's followers are in competition with other Americans who don't look like them, they believe when people point out facts, that's being "lectured and talked down to." No one can "talk down" to you unless you already feel inadequate, and Trump's fans have a lot to feel inadequate about. Trump picks up on that to his advantage and to the GOP's disadvantage. Trump's ideas for repealing the 14th amendment and his 11 million deportation plans are clearly nutty, but those ideas make the minority of GOPers who support him feel powerful again.

But the Democratic presidential candidate Hillary Clinton on Wednesday called for “More Gun Control”, Yes, Hillary wants to politicize the shooting in Virginia. She never lets a shooting stand in her way to campaign.
Is Hillary that dishonest and gutless to recognize that we could reduce gun violence significantly by demanding that the thugs street gang and yes illegal immigrants who are responsible for most of these crime in this country be disarmed first?
Or is that too radical a suggestion because it goes against the progressive socialist democrat culture of ignoring victims and treating perpetrators leniently as if they were “society’s victims?” Because it interferes with the progressive socialist democrat plan to create even more victims to be exploited for political purposes?
How can we allow politicians like this to even be on the world stage?
