Those ESL concessions are a mess! As one who has taught ESL students of all ages, I can vouch for them, particularly for the adults, that they try very hard. But even after years of instruction, they are far from competent with their communication skills. <br /><br />Hell, we even have professors who are incompetent in English to the point that students can't follow what these professors are trying to convey! What good is a physics or mathematics professor who is unintelligible and, therefore, unable to pass along necessary material to students to the point that students have to hire out of pocket their own English-speaking tutors for certain subjects?
